BEIJING, March 25 - China estimates the number ofits unemployed migrant workers has risen to 23 million sinceJanuary's Lunar New Year holiday, with 11 million of those whoreturned to cities still searching for jobs.

China is worried about the potential for unrest among itsmigrant workers, most of whom work in the hard-hit construction,textile and export manufacturing sectors. Previous estimatesbefore the holiday, when Chinese return to their home provinces,had put the number of unemployed migrants at about 20 million.

Millions of former migrant workers were still in thecountryside, trying to find work close to their home towns ratherthan venturing afield in a weak job market, the National Bureauof Statistics said on Wednesday.

About 225.42 million Chinese were classified as "ruralworkers", the Chinese term for migrants, at the end of 2008, thebureau said in an estimate higher than that used in the past. Ofthose, 140.41 million work outside their home county, oftentravelling thousands of miles to seek work in the big cities orthe coast.

Chinese government estimates in January had put the totalnumber of migrant unemployed at 20 million, as the countrystruggled with a severe downturn in the real estate sector anddemand for its exports.

Remittances from migrant workers have been an importantsource of income for families in rural China, where incomes,education and access to health care lag far behind the cities.

Most of the migrant workers surveyed by the bureau have amiddle school education or below. Almost all have some legalclaim to farmland, although in most cases that land is beingfarmed by their relatives or has been leased to fellow villagers,the study said.

China's labour problems are not limited to migrants, ascollege graduates also struggle to find jobs. About 70 percent ofupcoming graduates had yet to have an offer, a Shanghaiemployment agency estimated on Tuesday, adding that normally atthis time of year 70 percent already know where they would work.

Aug. 27, 2009 (China Knowledge) - Hong Kong stocks fell on Thursday. The Hang Seng Index, the benchmark, opened 166 points lower at 20,289. After touching the intraday low of 20,147.34 points, the blue-chip Hang Seng Index fell 213.57 points or 1.04% to close at 20,242.75.

Mainboard turnover rose to HK$58.86 billion.

The Hang Seng China Enterprise Index, which tracks the overall performance of 43 Chinese mainland state-owned enterprises on the Hong Kong Stock Exchange, slipped 86.46 points or 0.74% to 11,570.67 points.

Market heavyweight HSBC Holdings Plc<0005><HBC>, which accounts for the largest weighting for the Hang Seng Index, decreased 1.24% to HK$83.65.

China Zirconium Ltd<0395> surged 84.62% to HK$7.68. Beauforte Investors Corporation Ltd<0021> skyrocketed 261.71% to HK$0.85. Esprit Holdings Ltd<0330> plunged 15.03% to HK$50.9.

Ocean shipping stocks were decliners. China COSCO Holdings Co Ltd<601919><1919> retreated 3.06% to HK$10.14. China Shipping Development Co Ltd<600026><1138> slipped 2.29% to HK$10.26. China Shipping Container Lines Co Ltd<601866><2866> slipped 1.91% to HK$3.09. Pacific Basin Shipping Ltd<2343> fell 0.72% to HK$5.53.

Oil stocks ended lower. CNOOC Ltd<0883><CEO> fell 3% to HK$10.34. Sinopec<600028><0386><SNP>, the largest refiner in Asia by capacity, fell 0.14% to HK$7.02. PetroChina<601857><0857><PTR>, the country's largest oil producer, fell 0.23% to HK$8.83.

China Oilfield Service Ltd<601808><2883> declined 3.6% to HK$6.97 after Baring Asset Management Ltd sold 14.97 million H shares for HK$111 million and Commonwealth Bank of Australia disposed of 3.76 million H shares for HK$27.52 million.

Shoppers are feeling the pinch of rising food prices, though the overall increase in the price of consumer goods remains well below the official definition of inflation.

An elderly couple surnamed Wang and Li shopping together for eggs at a Beijing market Saturday said food prices have been going up lately. The increase for individual items seems small but has put a dent in their fixed pension income, they said.

A saleswoman at a Jingkelong supermarket in Beijing's Tuanjiehu neighborhood, who did not wish to give her name, said Saturday that cooking oil brands including Luhua and Jinlongyu raised their prices by about 9 percent earlier this month.

Egg prices rose from 7.2 yuan to 7.6 yuan ($1.05 to $1.11) per kilogram in the last two months, vegetable prices on average have soared more than half since mid-year, and pork prices have risen about 9-10 percent from a couple of months ago, from 18 yuan ($2.64) per kilogram to 20.1 yuan ($2.94), vendors said.

Corn prices are up by 15 to 20 percent, while wheat has gotten 10 percent pricier. Oil ingredients such as soybeans and peanuts saw their prices double from a year ago, said Zhao Jiandong, general manager of a Shanxi-based seed company.

According to a recent survey conducted by China Youth Daily, 62.2 percent of 20,000 respondents expressed concerns over prices, and about one-third said their salary was not higher than last year.

China's inflation gauge, the Consumer Price Index (CPI), increased 0.6 percent year-on-year in November, ending nine months of decline, the National Bureau of Statistics said Friday. Food accounted for about 30 percent of the calculation of the CPI.

The average overall salary increased 4.5 percent in China this year, according to the Hewitt 2009/2010 salary increase survey, a dramatic decline in the salary increase rate for the first time in the last five years. But with unemployment a problem and fierce competition for jobs, it's hard for many to get a pay raise, said Chen Naixing, a researcher at the Chinese Academy of Social Sciences.

Aug. 5, 2009 (China Knowledge) - HSBC Holdings PLC<0005><HBC>, the biggest foreign bank in mainland China, is in talks with potential partners to establish an investment banking joint venture in mainland China, said Vincent Cheng, HSBC executive director and chairman for Asia-Pacific, on Tuesday.

Cheng said that the establishment of the JV would provide HSBC, the world's largest lender outside China by market value, a platform to further tap China's domestic securities and debt markets.

He said that HSBC has a strong network in Asia, so there is no push for the bank to acquire expensive assets in the region.

Cheng added that the lender, which has capital for acquisitions, looked into buying some of Royal Bank of Scotland's Asian assets but found that they were too expensive.

Media reported yesterday that HSBC has hired China International Capital Corp and CITIC Securities Co Ltd<600030>, the largest listed brokerage in China, to advise on its planned initial public offering in Shanghai.

The bank is likely to launch the mainland listing in the second half of 2010 to raise RMB 50 billion as it strives to be one of the first foreign companies to go public in China, according to an earlier report from China Knowledge.

Aug. 11, 2009 (China Knowledge) - China National Petroleum Corp, the country's largest integrated oil and gas company, plans to invest a total of RMB 3 billion in coal gas development this year, said an insider at CNPC, sources reported.

The oil giant intends to focus its development efforts in Qinshui Basin, the Linfeng area, the area near the Yellow River in Shanxi Province and Hancheng, Shaanxi Province.

In Qinshui Basin, CNPC aims to produce 3 billion cubic meters of coal gas by 2010. The first stage of the project, which will have an annual output of 1 billion cu m, will be put into operation at the end of this month.

The investment CNPC will pour in the coal gas sector in 2009 will be about 10 times the amount invested over the past 12 years, said a senior without elaborating. At the end of this year, the proven coal gas reserves of the oil company will be 100 billion cu m. Next year's output is expected to hit 1.5 billion cu m. In addition, CNPC targets an annual output of 3 billion cu m of coal gas by 2010 and 10 billion cu m by 2015.

Reportedly, CNPC has obtained collieries covering an area of 22,000 kilometers and 14 overseas contracts from China United Coalbed Methane Corp Ltd. The remaining assets of China United Coalbed Methane are still held by China Coal Group, the parent of China Coal Energy Co Ltd<601898><1898>.

Sep. 9, 2009 (China Knowledge) - Hangzhou Binjiang Real Estate Group Co<002244> yesterday won the bid for a piece of land in Hangzhou, Zhejiang Province for RMB 1.92 billion or RMB 11,200 per square meter of potential floor area, compared with the staring price of RMB 1.11 billion, sources reported.

The parcel, located in Hangzhou's Jianggan District, covers a land area of 77,500 sq m and will have a floor area of less than 170,400 sq m.

The Shenzhen-listed firm also bid on two other parcels on Sep. 8 but lost. One parcel, which had a starting price of RMB 220 million, has a potential floor area of up to 34,300 sq m. The other parcel will have a floor area of 52,600 sq m at most and had an RMB 339-million starting price.

Reportedly, Hangzhou Binjiang Real Estate on Aug. 28 announced that it intends to issue up to 150 million shares to raise up to RMB 2.5 billion for two projects, one in Hangzhou and one in Shaoxing.

Dec. 23, 2009 (China Knowledge) - China saw the total output value of the petrochemical industry decline 3% year on year in the first 11 months of this year to RMB 5.94 trillion, said Feng Shiliang, deputy secretary-general of the China Petroleum and Chemical Industry Association.

The total output value was RMB 650 billion in November, up 28.4% year on year or 6.5% month on month.

Feng added that during the period from January to November, 56 out of 62 major petrochemical products, or 90.3% of the total, enjoyed year-on-year growth, whereas only 54.8% reflected growth earlier this year.

The crude oil output totaled 174 million tons in the first 11 months, an amount the same as in the corresponding period of last year, and 340 million tons of crude oil were processed, 6.4% more than in the same period of last year.

The natural gas output swelled 8% year on year, hitting 77.21 billion cubic meters. China produced 60.51 million tons of fertilizer, or 14.3% more year on year; 32.33 million tons of synthetic resin, or 8.7% more year on year; 22.62 million tons of synthetic fiber, or 10% more year on year; and 597 million outer tires, or 15.65% more year on year.

The petrochemical industry's sales revenue was RMB 396 million, down 10.3% year on year, and its net profit decreased 19.7% year on year, reaching RMB 266.19 billion, sources reported.

BEIJING, March 8 - China's port container volumein February fell 17 percent from a year ago, the Xinhua newsagency reported on Sunday, reflecting a persistent slowdown inthe country's export sector.

Nationwide container volume totalled 6.97 milliontwenty-foot equivalent units (TEUs) in February, whichrepresented a 22.5 percent drop from January's 8.99 millionTEUs.

Beijing is expected to report February trade data nextweek, but the 21st Century Business Herald newspaper last weekcited an unnamed official as saying that China's exports andimports in February both dropped by more than 20 percent.

China's exports in January fell 17.5 percent and importstumbled 43.1 percent from year-earlier levels.

If confirmed, the February figures would mark anacceleration in the decline in China's exports and the fourthstraight monthly decline for both exports and imports.

The total volume of coal passing through the country'sports in February was 15 million tonnes below year-ago levels,or a drop of 15.5 percent, while the volume of metals was 8percent lower, Xinhua said.

Dec. 30, 2008 (China Knowledge) - Shares of mainland power producers rallied in Hong Kong on Monday after they rejected the price hike proposed by coal miners, sources reported.

Datang International Power Generation (Datang Power)<601911><991>, China's second largest publicly traded electricity producer, surged 9.04% to close at HK$4.10. Huaneng Power International<600011><902><HNP>, the country's largest publicly traded power company, rose for the first time in five trading days, climbing 6.09% to HK$5.40, while Huadian Power International Corp<600027><1071>, China's largest independent power producer (IPP) ended 1.72% higher at HK$1.77.

Reportedly, the country's major power producers failed to clinch any annual supply contract with coal miners as they disagreed on coal prices after one-week discussions.

They insisted that prices for thermal coal should be slashed by RMB 50 per ton from the current prices, while coal miners claimed the coal price should maintain at RMB 170 per ton.

Sep. 18, 2009 (China Knowledge) - Chinese stocks ended lower in the morning trading session on Friday.

The Shanghai Composite Index, which covers both A shares and B shares on the Shanghai Stock Exchange, fell 1.09% or 33.34 points to close at 3,026.92 points in the morning session.

The Shenzhen Component Index on the smaller Shenzhen Stock Exchange decreased 1.58% or 196.51 points to stand at 12,277.1 points.

Nonferrous metal firms suffered losses. Aluminum Corp of China Ltd<601600><2600><ACH>, the nation's largest aluminum producer, shrank 1.99% to RMB 14.77.

Steel makers also suffered losses. China's largest steel maker Baoshan Iron and Steel Co<600019> slid 3.67% to RMB 7.15.

China National Medicines Co Ltd<600056>, the country's largest medical group engaged in medical science research, surged by the daily limit of 10.02% to RMB 19.1, after it announced that it has completed the stockpiling up to 13 million doses of antiviral drugs as part of the nation's vaccination plan against the H1N1 flu pandemic.

Haitong Food Group Co Ltd<600537> spiked the daily maximum of 10.04% to RMB 8.77, after it revealed its restructuring plan that will convert the firm to a manufacturer of photovoltaic power generation equipment.

Share prices of securities firms ended higher. Guoyuan Securities Co Ltd<000728> grew 1.87% to close at RMB 21.27.

The revitalization, innovation and upgrading of the manufacturing sector and the shipbuilding industry are the main issues discussed at the forum, which has attracted around 200 industry leaders.

BDA will strive to seize the opportunities brought by the central government's favorable policies for equipment manufacturing industry and establish a base for the R&D, production and application of new-energy equipment, said Zhang Boxu, director of BDA's management commission, at the forum.

Meanwhile, BDA will complete the construction of the proposed Beijing Digital Television Industry Park through resource integration. Construction began on Aug. 3 with the groundbreaking for the eighth-generation TFT-LCD production line of BOE Technology Group Co Ltd<000725><200725>.

Zhang also noted that the management commission will release additional favorable policies, including subsidies, to support the development of the equipment manufacturing industry in the area.

BEIJING, March 8 - China has no plan to issuenational vouchers as part of its economic stimulus plan, butVice Finance Minister Liao Xiaojun encouraged local governmentsto use them to help spur consumption, the Beijing News reportedon Sunday.

With China's export markets withering and economic growthslowing rapidly from 13 percent in 2007 to last year'sseven-year low of 9 percent, Beijing has launched a 4 trillionyuan ($585 billion) stimulus package to reverse the slowdown.

But the latest comments, on the sidelines of the nationallegislative meeting in Beijing, highlight the limits to therole of the central government, which aims to spend only 30percent of the package by itself, expecting to catalyse therest from local governments, and state-owned banks andcompanies.

"China will not issue a national consumption voucher", Liaotold the paper, but he added that Beijing had no objections tolocal governments issuing vouchers to spur spending on tourismor shopping.

"Local governments may do so according to suitable localconditions."

So far, regional governments in Hangzhou, Hunan, Sichuanand Shandong are among those that have issued vouchers toencourage spending.

In separate remarks, Liao dismissed recent talk of anyfurther cuts in the stamp tax the government levies on sharetrading, saying "there is no room for further cutting".

On Thursday, the head of the securities watchdog, ShangFulin, left open the possibility of a cut from the current lowrate of 0.1 percent.

"I haven't heard of any further stamp duty cut, but I dobelieve there is room for a further stamp duty cut," Shang hadtold reporters.

Responding to calls for a rise in the minimum threshold atwhich income taxes are levied, Liao told the Beijing News itwould be difficult to do so now, saying conditions were notripe.

From this month, China will levy taxes for individualsstarting from incomes of 2,000 yuan ($292.4) per month,however, some people have called for an increase of thethreshold to 3,000 yuan, 5,000 yuan or even 10,000 yuan.

Nov. 11, 2008 (China Knowledge) - Svyazinvest, the largest telecom operator in Russia, kicked off a non-deal roadshow and met investors in Hong Kong in the last week of October, to gauge interest in the potential share sale by way of Hong Kong depositary receipts, the South China Morning Post reported Monday, citing unnamed sources as saying.

An investor who was invited to the meeting said the Russian telecoms operator expected Hong Kong would be one of the markets that could help it raise fresh funds in future. Other possible venues include Singapore, London and New York.

The source also said the company did not disclose too much financial information as the meeting was only a background briefing, adding some cash-rich funds have shown interest in buying shares in the Russian company given its huge growth potential, but would like to wait a bit due to the current financial turmoil.

Svyazinvest declined to comment, the newspaper said.

The firm, which is 75% owned by the government, holds seven separate units after an internal restructuring. Its fixed-line network took up more than 90% of Russia's total installed capacity, according to the company's website.

A source said Svyazinvest, prior to selling shares either in Russia and another market or do a sole listing overseas, would complete another round of restructuring to consolidate all of the units into one holding firm.
