Tel Aviv District Court found police order to Israel's Internet service providers to block access to gambling sites on the Internet unlawful.

ISOC v. Tel Aviv Police Commander and others' 

The Israeli police stated that in accordance with Article XII of the Penal Code of 1977, the district commander has the authority to order the Internet access service providers to block access to gambling sites located outside the territorial authority of the State of Israel. ISOC did not agree with the police authority to block gambling sites and petitioned to the administrative court. . Block 

The Court recognized that despite the negative side of online gambling, restrictions on information sharing  constitutes a violation of freedom of expression, even if the information has only a negative value. Purposive interpretation of Chapter XII of the Penal Code indicates that the Israeli police has no authority to order the blocking of Internet gambling sites.
